Not fully. Nextversity runs in your browser and lessons stream, so watching needs a connection. There is no app and no offline video download.

What does work away from a desk

• The site works in a phone or tablet browser, and progress syncs across devices automatically.
• Download a course's practice files while you are online, then work in the tool offline.
• Export your notes as Markdown from the notes hub and read them anywhere.

A steady 5 Mbps connection is plenty for HD video. On a slower one the player lowers the quality rather than stopping.
